ABSTRACT

In September 1972, Philippine President Ferdinand Marcos declared martial law. Since then, Marcos has increased the powers he wields in the Philippines through different means. The significance of increased presidential power is that Marcos has used the military as a primary means to exercise his political power and, as a result, the Philippine military has become a dominant actor in domestic politics. Even before the declaration of martial law, Marcos had been closely associated with the military and this association became closer over the past ten years. 1 The purpose of this chapter is, first, to analyze the increased presidential powers exercised under martial law; and second, to determine how these increased powers have affected the military, particularly concerning increased resources and manpower, roles and missions, and the politicization of the military.
