ABSTRACT

This chapter presents some ideas to the discussion of proposals for correct or appropriate policies and measures for the regulation and promotion of joint ventures among developing countries. The issue of developing countries' multinational enterprises (MNEs) is one of the few phenomena of contemporary international economics in which reality and facts have not anticipated theory and concepts. The only "knowledge" available consisted of proposals, recommendations on strategies and mechanisms for overcoming the obstacles that prevented the formation of MNEs. The main motivation of private MNEs is demand oriented and defensive; it tends to follow previous export trade relations with the host countries, threatened by import barriers. Most firms of advanced developing countries participating in MNEs are of medium to big size in their home markets and belong to branches with moderate to high levels of domestic concentration.
