ABSTRACT

This chapter discusses the experience to date of the member countries of the Association of Southeast Asian Nations (ASEAN) in launching joint venture industrial projects among themselves. It describes these experiences in two categories - the joint ventures agreed upon by the Governments and owned by State enterprises, and those in the private sector. Developing countries would be difficult for the government of most developing countries to justify investing funds in another country solely for financial returns. The chapter focuses on the author's participation - while Chairman of the Board of Investments from 1970 to 1979, and Minister of Industry of the Republic of the Philippines from 1974 to 1979 - in the preliminary discussions and policy negotiations on the ASEAN Industrial Projects. The member countries of ASEAN have market economies and national planning of industrial development is practised in varying degrees among them.
