ABSTRACT

Communication development, i.e., the development of information and communication capacities at the national and international level, has in the past decade become an issue of major international concern. It is important to note that technical co-operation among developing countries in the informationcommunicaion area is still in the process of claiming recognition by decision-makers and specialists outside the communications sphere as a highly complex concept which involves important economic, political and cultural dimensions besides the technical and technological ones. The most ambitious telecommunications project in this area, however, is doubtlessly Arabsat - the Arabian satellite system, which is scheduled to become operational in 1983 or 1984. Speaking of the need to examine more thoroughly the various forms of technological dependence it is necessary to consider more carefully the effects of the technical assistence which has been corning from some major international organizations.
