The issues connected with scientific-technological progress are in the foreground of interest the world over. The institutionalized form of technology transfer between the European CMEA countries and the developing countries permits the application of a system-oriented, integrated development approach. Such technology transfer is in a great majority of cases realized at the sectoral or - even more often intra-sectoral level. In the field of technology transfer to the developing countries, the European CMEA countries are increasingly making deliberate efforts to adopt an integrated approach to the transfer process. By the experience of the international industrial division of labour, direct investment abroad plays an extremely important role in world-wide technology transfer. Direct investment by the European CMEA countries in the developing countries post often takes the form of joint ventures. The chapter shows that technology as a growth promoter has been substantially upgraded in the development strategics of the Third World.
