Introduction

The problems of managing an open-access resource have received increasing attention over recent years. Problems of environmental abuse can be seen partly as being the over-exploitation of an open-access resource. The other main thrust of economic work in this area has been into the preservation of non-appropriated stocks of animal species. Of these, the sea fishery has received most attention.
