ABSTRACT
Throughout the world the fishery gives evidence of being a peculiarly troubled industry. While newly developing fishing operations sometimes show brief periods of extraordinary profitability, mature fisheries frequently are found in a depressed state. Economists have traced the problem of the fishing industry to the unique 'common property' characteristics of the fishery resource. 1
