ABSTRACT
As is true of all natural resources, fishery resources constitute capital assets from the point of view of society. Similar to man-made capital assets, such as factories and machinery, fishery resources are capable of producing a stream of returns to society through time. The prime difference between these resources and man-made capital, of course, is that the former come to us as gifts from nature.
