ABSTRACT

"Overviews" implicit in the three papers presented at this session will be my theme. Larry Niksch's richly factual overview of the U.S. security position in the Western Pacific is also a comment on priorities that underlie Washington's concept of what is security: security requires meeting military strength with military strength. Admiral Konja and Peter Polomka remind us that overviews are subjective and there can be overviews and priorities other than Washington's.
