ABSTRACT

The originators of the European Economic Community were government leaders. The Pacific Basin Community could be advanced by country leaders on promotional tours. There is a large opportunity for trade, but there is no facility to conduct trade at a lower cost. Political realities prohibit a developmental aid package. There are many ways of improving standards of living: either provide direct assistance or encourage fuller and freer trade by selectively opening markets to goods. There has been no intention to exclude anyone from the process. Latin American countries that share an interest ought to be involved, and the presence of delegates from those countries demonstrates regional interest. The United States should use its influence, neither disclaiming nor proclaiming it, but excercising its influence for the better, nonetheless.
