ABSTRACT

The role of the European neutrals in peace and security promoting efforts can, for analytical purposes, be broken down into three components. First, the position and the policy posture of keeping outside the two power blocs: at an earlier stage in post-war history, during the "Cold War", this was almost the only and, at any rate, the main function performed by neutral States in Europe with respect to peace and security. Second, European neutral States play a rather important role in the field of good offices and mediation. Third, in addition to this very useful function of "unobtrusive disponibility", the European neutrals do contribute to peace and security by their own political initiatives and efforts related to some key issues of contemporary international relations. Yugoslavia highly values the cooperation and collective efforts of the European neutral and non-aligned countries within the CSCE framework. There is one rather special aspect of the European neutrals' activities which deserves particular attention.
