ABSTRACT
The year that followed the Madrid Conference of October 1991 witnessed the unfolding of a multi-track peace process between Israel and its Arab neighbors. The principal effort-a series of bilateral meetings between Israel and Syria, Jordan, Lebanon and the Palestinians--may be divided into two distinct phases.
