ABSTRACT
Prior to the June 23 Israeli elections, President Bush, National Security Advisor Brent Scowcroft and Secretary of State James Baker were reluctant to speak explicitly about the strategic relationship between the US and Israel. Administration remarks about strategic cooperation were chiefly left to Secretary of Defense Richard Cheney and lower level officials in the departments of Defense and State.
