ABSTRACT
The Gulf War became an almost paradigmatic conflict for US military planners as they looked at the nature of future security challenges in the post-Cold War period. Most importantly, it represented a fundamental shift for the Department of Defense in the definition of the principal threats to the United States. Previously, during the period of Soviet-American rivalry, those threats were viewed as global. Now they were formally defined as regional in character.
