ABSTRACT

In late January 1992, representatives of a number of Arab states and Israel convened at the House of Unions in Moscow to launch the Multilateral Negotiations on the Middle East. It was within this framework that the multilateral Working Group on Arms Control and Regional Security held its first meeting. Subsequently, the group held its second meeting in Washington in May 1992, and its third meeting in Moscow, in mid-September. Thus, for the first time in the history of the Middle East, a regional arms control process was officially launched. It was complemented by considerable international diplomatic activity, aimed at arresting the proliferation of conventional and mass destruction weapons and technologies in the Middle East.
