ABSTRACT

Attitudes toward problems involved in disarmament and arms control have changed considerably since the UN Special Committee (UNSCOM) and the International Atomic Energy Agency (IAEA) began their activities in Iraq, under Security Council Resolution 687. The astonishing revelations regarding the Iraqi nuclear program underlined the limitations of the existing control regime, and proved the ability of a determined government to forge ahead in such activities without being exposed. These revelations caused experts worldwide to regard the activities of other potential proliferators in the world, such as Iran, Libya, North Korea and Algeria, with greater alarm.
