ABSTRACT

The Palestinian military forces changed drastically in 1993–94. Following the September 13, 1993 signing of the Declaration of Principles (DOP) with Israel and the May, 4, 1994 signing of the Cairo Agreement, there emerged a Palestinian Authority in Gaza and Jericho, run by the mainstream PLO. The PLO began organizing its police and security force to take control of Gaza and Jericho, and in May 1994 these forces entered the Palestinian Authority of Gaza-Jericho. The PLO intended, under its agreements with Israel, to organize four security arms, in total 9,000-strong: civil police, gendarmerie, internal security and emergency services. They are to be armed with small arms, armored vehicles, and a few light aircraft and patrol boats.
