ABSTRACT

The year 1993 witnessed a steep escalation of terrorist violence perpetrated along Israel’s northern border, followed by a massive Israeli military response and a return to the status quo ante. The main threat perceived by Israel was the spillover of this terrorist activity, perpetrated primarily by Hizballah, from Southern Lebanon into Israel’s own territory. This new threat was in fact the culmination of a trend which began in 1992, in the course of Hizballah’s fight against Israel and its Southern Lebanese Security Zone. This chapter will therefore begin with a description of the background and the converging factors that contributed to this process. Then it will describe the sequence of events during the year in review, concentrating on the attacks on the Israeli Galilee, Israel’s response and its aftermath. The concluding section will deal with the repercussions of the Israel-PLO agreement on this arena.
