ABSTRACT

Despite the absence of drama, much progress was made in 1993–1994 in laying the foundations for an arms control process in the Middle East. The breakthroughs achieved in September 1993 and in May 1994 in the efforts to bring about Israeli-Palestinian reconciliation-however bumpy the road toward implementing the agreements reached-will have a positive impact on the attempts to resolve other dimensions of the Arab-Israel conflict. Thus, a political atmosphere has been created that is more conducive to arms control than ever before.
