ABSTRACT

This chapter describes what the job of setting requirements is and what the crucial manager should be. From the organizational perspective, the requirements manager(s) stand at the nexus between external organizations and his or her own agency—the point person. The crucial manager faces temptations toward favoritism, manipulation, paths of least resistance, and pushing problems downward. The requirements manager attempts to sort out the individual needs and priorities of each consumer so that specific tasking information can be given to the analytic team that will produce the product. In most cases, the Intelligence manager will make the evaluations on the basis of experience with similar requirements and products. The manager's most difficult problem occurs when the resources required to satisfy the demand for information exceed the resources that are available. The intelligence manager is faced with the problem of scarce time and resources to meet the information needs of product users.
