ABSTRACT

This chapter shows that the developing countries aim for a law of the sea that reflects their perceived interests. It examines the Group of 77’s proposals at the Conference of the United Nations on the Law of the Sea (CLOS) about the international regime and how they relate to basic New International Economic Order (NIEO) concepts developed by the same groupings. The NIEO and the New Law of the Sea represent two such efforts, the first of a general, and the second of a specific, functional nature. The United States, for example, made much more significant concessions in the national jurisdiction area than in the international area. Infusion of the spirit and ideology of the NIEO into the CLOS sessions, especially the international authority issue, can be illustrated more specifically. Political unity, stimulated and guided by the NIEO program, had gained much in the prolonged CLOS political debate.
