ABSTRACT

Transfer of technology is a process that affects nearly every aspect of economic and social change in a country. The very breadth of the issues has also influenced the nature and scope of regulatory action. Apart from the differences in the aspects covered by national regulatory action, the nature of the action taken varies greatly from country to country. The features of the various measures of national regulatory action, whether they have only a general effect on the transfer process or whether they are more specifically related to the transfer process itself. A significant part of the regulatory action in the technology-receiving countries, particularly the developing ones, has been concerned with the need to regulate and control problems arising from their imports of technology. So far the discussion has concentrated on highlighting the issues that are relevant in transactions between the suppliers and the recipients of technology. National legislation on transfer of technology has certain advantages and certain natural limitations.
