ABSTRACT

This chapter discusses the nature and role of arms control verification and addresses a series of questions which are specifically related to the freeze proposal. While the practice of using externally observable design features is by no means totally satisfactory, it is nonetheless an additional measure by which verification of a freeze could be marginally enhanced. A freeze on the testing of all nuclear devices could be monitored with the assistance of missile early warning and other reconnaissance satellites. A variety of additional monitoring measures which increase the general level of confidence in verifying a freeze can be adopted to supplement the existing national technical means. With the likely difficulties associated with monitoring compliance with a freeze on production, the level of confidence cannot, at the outset, be considered very high. The adequacy of available measures to verify a comprehensive freeze is already high by virtue of their synergistic properties.
