ABSTRACT
Dr. Adnan Badran: Actually the transformation of any consumer society, such as ours, which depends economically on imports from all sources, to a producer society requires science and technology in order to build up a national base and a self-creative power and in order to carry out scientific research and technological transfer adaptable to its own environment. In other words, the supply of scientific knowledge through teaching, training, and scholarship is necessary to increase the society's capacity to absorb modern or environmental technology. In fact, two problems prevent this phenomenon from taking place.
