ABSTRACT
The question of a basic law of military science especially has attracted the attention of Soviet military thought in connection with the publication of the work by I. V. Stalin, "Economic Problems of Socialism in the USSR." The idea was expressed that the thesis on the permanently operating factors, deciding the fate of war, was a basic law of military science. The basic law of armed conflict is primarily a law of victory. The political goal of war is achieved through victory in armed conflict. The basic law of military science in a formulation reflects the essence of modern war as the greatest test of all the economic, moral and military forces of the state. General laws are manifested and actualized in particular, specific laws. Consequently a basic law peculiar to military science as a whole is manifested and actualized in particular laws, peculiar to the component parts of latter military art as a whole and its separate branches.
