ABSTRACT

In 1968 Colonel Lev Semeyko, then a factulty member of the Frunze Military Academy, was one of four colonels who wrote responses taking issue with one or more of the points made by General Anureyev in his article, "Determining the Correlation of Nuclear Forces." Semeyko argues that Anureye's model was impractical, as in the time needed for making a decision it would be impossible to obtain the required data on both friendly and enemy forces. Semeyko believes that Anureye's model attempted too much. US war planners who were involved either with the concept of selected nuclear options, stemming from Secretary of Defense lames Schlesingers 1974 statement about nuclear targeting, or the nuclear targeting concepts expressed in Presidential Directive 59, will find Colonel Semeyko's ideas of particular interest. The combat capabilities of nuclear weapons, as is known, are characterized first and foremost by the power of the nuclear charges and their quantity.
