Mobilization of civilian industry and preparation for it are so necessary and so important that every state functionary and responsible military executive, irrespective of whether or not he is a part of the "brain of the army," must have a good understanding of the basic principles of mobilization, and even the details. M. Shaposhnikov's book, which contains both memories of the author's military service from 1901 up to his participation in the initial operation of the First World War and excerpts from his military-theoretical work, The Brain of the Army. In discussing below the war plan as defined by the general staff of the early 20th century, the chapter essentially be discusses the strategic deployment of the armed forces for war on a particular front. Valid war plans cannot be compiled without a proper understanding of economic and political relations both within the state and in the international arena.
