ABSTRACT

Two great revolutions, the French revolution of 1789 and the Russian revolution of 1917, have exerted a powerful influence on the actual nature of the historical process and radically changed the course of world events. The world community must learn to shape and direct process in such a way as to preserve civilization, to make it safe for all and more pleasant for normal life. The whole world welcomes the efforts by the United Nations (UN) Organization and by Secretary General Perez de Cuellar and his representatives to solve regional problems. One of the bitterest and most important lessons is the long list of missed opportunities and, as a consequence, a reduction at some stage in the prestige of the UN ORGANIZATIONS, the failure of many of its attempts to act. The representative of an organization having permanent-observer status at the UN was not admitted to New York by the US authorities to speak at the General Assembly.
