ABSTRACT
The unanimous vote of the peoples deputies to include the question under discussion in the agenda shows that it is abundantly clear to all of us that one of the most important tactical ways out of the crisis is that of ensuring real democracy in Russia. The use of Russia's potential in terms of resources and its economic, human, intellectual, and military potential for implementing a policy of diktat and interference in the affairs of other states and peoples both abroad and within the country should be banned through legislation. The economic sovereignty of Russia is possible only on condition that republican ownership is formed, whose basis must be the land, the soil beneath and the air above, forests, water and other natural resources, enterprises, all produced output and its scientific-technical and intellectual potential. Subjects of the federation may be not only national autonomous entities, but also territorial and economic formations.
