ABSTRACT
What is remarkable about the papers on the theaters of operation is that they take very seriously a military strategy using existing military forces. Professor Wood says, “Any deterrent strategy that does not consider how the war will be fought and terminated is a hollow shell.” Now most of us might agree with that statement; but if you do agree with that statement, you are probably in the minority in accepted American military strategic thought today, and definitely so in NATO Europe and Japan.
