ABSTRACT

The Navy is in the forefront in trying to develop a national strategy that makes sense and that results in war plans. War plans can be of two basic types: capabilities plans and requirements plans. The Navy has significantly improved its ability to sustain combat and maintain its readiness. The Navy is doing some really imaginative work in developing maritime strategy. The characteristics of the defense requirements for the United States (US) are significant in that they drive the military force structure and strategy of the US There is also a continuing argument about what US military strategy should be in the Perisan Gulf. The Caribbean should be viewed as an area where the US has vital interests, and where our military response to threats to those interests are viewed in the light of what force is best to apply to that problem.
