ABSTRACT

This chapter compares the perspectives of the European Union and South Korea on non-proliferation and disarmament and examines potential areas for cooperation. The Korea–EU strategic partnership, established in 2010, recognizes the importance of nuclear non-proliferation and disarmament. North Korea is concerned about a change of the military balance on the Korean Peninsula after denuclearization. The EU has been active in the implementation of the two policies outlined in the strategy – building on effective multilateralism and promoting a stable international and regional environment. The chapter explores South Korea’s view on the dilemma caused by the pursuing denuclearization and disarmament. It explains lessons learned from the history of inter-Korean dialogue on military confidence building and discuss prospects of future talks. Considering lessons learned from the European case, cooperative works between South Korea and the EU are much needed in areas of building a denuclearization roadmap, implementing confidence-building measures, and strengthening control over strategic trade until the goal of denuclearization is achieved.
