ABSTRACT

This chapter proposes a simple framework for an integrated cycling policy. First, there is a differentiation between cycling policy integration (with other policies) and integrated cycling policy (taking the different dimensions of cycling mobility into account). I argue that in order to integrate cycling policy in transport and urban planning and policy, cycling policy needs to be in itself integrated. The chapter defines the different dimensions that take part in integrated cycling policy and connects them with the research that has so far contributed to their understanding in relation to policy. There is still a notable gap in scientific literature, which would be key to achieve an integrated approach to cycling mobility both in policy and in research. At the core of the framework, and emerging through each of the intertwined dimensions, there is equity and justice. This precipitates in the urge of shifting the goal of cycling policy from ‘promotion’ of cycling to making cycling accessible for all.
