ABSTRACT
This chapter explores the contribution of Indian National Congress (INC) leaders to public diplomacy during the first half of the twentieth century. The chapter discusses non-governmental and counter-hegemonic actors that use public diplomacy to reach their political ends. It delves into the role of morality within foreign policy and examines how counter-hegemonic groups can create global networks to advance their similar goals. As such, the chapter works well when positioned against other contributions in this edited volume that focus both on colonial history and the early innovators of public diplomacy.
