ABSTRACT

Fifteen years ago, a few economists began to explain that their subject had veered so far from having an interest in human beings that it had become 'so obscure that even orthodox economists are bemoaning its intellectual poverty'. Growing compassion in economics requires reinserting a heart and then adding more brains. The message that compassion was economic weakness spread during the 1980s, 1990s, and into the new millennium. The United States of America has far more people who have been made homeless per capita than any other nation not at war. Francis Galton is worthy of extra attention as a key advocate of eugenics. Galton's thinking influenced economists from across the political spectrum.
