ABSTRACT

It has been 127 years since the Elizabeth turned its prow eastward from America to begin a dreary exodus. For those dark thousands who sought a haven from oppression and the fullness of a promised land, it has been a bitter Canaan. Successive generations have developed corrupt leaders, the machinery of government has been clogged with incompetence and vice; education has been neglected. The present situation in which any Liberian, however incompetent or vicious, can command precedence over a native of superior intelligence, places the premium on the wrong end and encourages that mental and physical slothfulness which distinguishes the mass of the Liberian population, young and old. The electoral system has been notoriously faulty and both consciously and unconsciously abused. The relationship between the two countries has been such as to permit the practices complained about to develop to a point which attracted the attention of Europe.
