ABSTRACT

According to local and national press reports, Hurricane Hugo, which transpired on 17-18 September, 1989, may have been the greatest natural disaster to hit either the U.S. Virgin Islands or the mainland of the United States of America in over a century [18], and the people on the three main Virgin Islands (St. Thomas, St. John, and St. Croix) responded in a different manner. There was no looting on St. John, limited and controlled looting on St. Thomas, and widespread and uncontrolled looting on St. Croix.
