ABSTRACT

India’s climate change policy subsystem has evolved against the background of rapid economic growth, poverty eradication and approaches to a low-carbon economy and is strongly influenced by the international climate change negotiations. Since the early 1990s, the growth first paradigm and climate equity have played an important role in the framing of India’s climate policy. Taking shape during three different phases, India’s domestic climate policy framework was first triggered by an emerging domestic advocacy coalition, and impulses from the international climate processes. The modification of India’s initial climate policy paradigm has left more room for new ideas and development strategies, such as the co-benefits of climate policy, renewable energy technologies and environmental leapfrogging.
