ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book focuses on the analysis of the complex relationship between citizens and the government in an interconnected context. The popularization of the Internet, beginning in the last decade of the 20th century, and accelerated by the growth of mobile technology in the first decade of the 21st, has had a huge impact around the world. Moreover, this technological omnipresence has raised novel legal, ethical, and political issues concerning the relationship between the governments and their citizens, especially regarding the contraposition of negative and positive liberties. Modern military forces have come to employ a mixed formula which includes diverse traditional and novel elements including robust intelligence services to most effectively utilize more traditional ground forces and coordinate close air support. As robots, digital applications, artificial intelligence systems, and drones become familiar in the daily lives, novel concerns arise.
