ABSTRACT

This chapter presents related academic literature, reviewing some of the main risks, challenges, possibilities, and ethical dilemmas, and ponders their implications in Peru's case as a heterogeneous national context in which it is necessary to democratize the possibilities of extracting value from data, while promoting a safety-first approach that protects citizens from undesirable practices. However, it is necessary to consider the context in which information is managed: while the transition is from small data to Big Data in developed countries, in developing countries the transition may be from having no available data to at least have some data at their disposal. The use of new analytical tools also makes it possible to deploy smart system logic even around small data, such as in adaptive learning systems management, like those that use such techniques as Bayesian knowledge tracing for educational purposes.
