ABSTRACT

The emphasis of this chapter is on the energy efficiency (EE) policy and regulation in Uruguay. A brief overview of the EE concept in the energy efficiency Act will be shown, followed by a description of the aims and purposes of the EE national plan. The national legal framework regarding EE will be critically analysed taking into consideration the methods globally implemented to regulate such phenomenon. An analysis of the instruments provided in the plan to implement the EE measures will be considered. Furthermore, an examination of different instruments of the plan per sector of activity will be carried out. The planned measures will be assessed in the light of the country current situation in terms of the implementation of the EE measures. Finally, some conclusions and recommendations will be presented to answer the following question: How far ahead is Uruguay in achieving the goals of avoided energy set in the national EE plan?
