Development with environmental responsibility is the new watchword; it constantly recurs throughout the conference proceedings; much time was spent in spelling the concept out in definitive terms. Pollution is only one specific aspect of the human environment. In pursuance of the principles in the Declaration, committees of the Conference made 109 recommendations to constitute an Action Plan. On the general problem of pollution control, the Conference asked governments to act in concert with one another and with international organisations in planning and carrying out control programmes for pollutants which cross national boundaries. A number of steps were recommended to gather and assess the information man needs about pollutants in the environment if he is to exercise effective control over them. The Conference proposed an increase in the capability of the United Nations system ‘to provide awareness and advance warning of deleterious effects to human health and well-being from man-made pollutants’.
