This issue opens with a lighthearted poem on a serious subject, the Irish uprisings of Spring 1798. In these there was a grim inevitability:

In the course of several years we have seen a system of coercion in the sister kingdom, rising from one step of severity to another, till the weight of the Administration became intolerable to the people. The progress of the imputed disaffection rose with the supposed remedy; or rather, by an unwise and intolerant policy, discontent has been inflamed into rebellion. 1
