ABSTRACT

The Indian policy dominantly follows ‘brain gain’ school of thought and aspires for a larger role from its knowledge diaspora. The highly skilled Indian diaspora did help in creating IT revolution in India and has expressed their capabilities to play a greater role. However India has shown weaker absorptive capacities due to which the value adds of the knowledge diaspora could not be realized to its potential. In order to experience the optimality, it is important to have a sustainable knowledge network involving the diaspora. The past efforts of diaspora knowledge networks only had momentary success but could not be sustainable. It is also pointed out that the intellectual property rights could be an important for the success of diaspora knowledge networks. The current work opines that there is a gap between the theoretical and functional aspects of the scope of diaspora knowledge networks due to which the success percentage was low. This work proposes a Transnationality Network Model, through which this gap is expected to be minimized.
