ABSTRACT
Libraries have, for various reasons, divided their line-item budgets into categories of salaries, materials, and other. In the next few pages it is my intent to take you through an odyssey of explanation as to why this is so, definitions within this technique, suggestions for improvements, and speculations on future techniques related to the other category.
