ABSTRACT

As the 1980s draw to a close, libraries are again contending with the problem of budget cuts in a declining economy. In the light of this situation, it becomes necessary for librarians to return to the drawing boards to revise public policy statements. How to cut services without destroying the traditional role of libraries in society, whether or not to invoke user fees under a “free access” philosophy, and how to increase the productivity and level of performance of librarians are some decisions that have to be made.
