Coordinated cooperative collection development (CCCD) has too long been solely the province of large and usually research-oriented libraries. Illinois has been moving toward CCCD at a statewide network level since 1975. With State Library support, a data collection methodology was developed by King Research, and a how-to-do-it CCCD manual describing a statewide model was written by Karen Krueger. This paper describes the background leading to the development of this model as well as the model itself. Unlike many other approaches to CCCD, this model incorporates client-centered assessments of collections, is aimed at non-research libraries, and is based on data that are used in making local collection development decisions as well as cooperative collection development decisions.
