ABSTRACT

In considering the cybersecurity policy and position of the United States, in particular, it is necessary to begin with the unique circumstances surrounding the creation of the internet itself. The United States has also played a key role in setting the terms and standards of the debate regarding how best to defend “national cyberspace.” Owing to the fact that the internet was born in America, the United States arguably has historically enjoyed certain built-in advantages in regards to developing its cybersecurity posture. Today, US planners are key framers of strategic cyberspace doctrines in areas such as active cyber defense, as well as in the increasing use of artificial intelligence to identify and respond to emerging cyber threats. The United States also developed what has come to serve as the model for cyberthreat intelligence sharing and cyber emergency response between the commercial and government sectors, through the creation of Cyber Emergency Response Teams.
