ABSTRACT

The main developments currently that impact possible future seabed mining activities are proposed changes to the Icelandic constitution that are under consideration by the Icelandic parliament regarding the environment and natural resources. Iceland has concluded two agreed minutes on the delimitation of the continental shelf beyond 200 M with neighbouring states. Although no legislation exists that addresses seabed mining explicitly, a few acts are relevant in the context of the Icelandic exclusive economic zone and the continental shelf, mainly Act No. Interestingly, Iceland's CLCS submissions, or any other public document or statement by the Icelandic government addressed internationally, in the context of its CLCS submission (of which this author is aware), does not refer directly or indirectly to regulation No. In fact, no decisions have been made concerning seabed mining activities at all, probably because there is no pressure on the Icelandic government to do so.
