ABSTRACT

In this chapter, the author examines the respective roles of the United Nations Secretary-General and of the Security Council in managing the exceedingly complex operations of peacekeeping. Although managing peacekeeping operations is highly complex, the role of the Security Council is in essence policy setting, and the role of the Secretary-General is policy implementation. The fundamental role of the Security Council in managing United Nations peacekeeping operations is policy setting. During the life of a peacekeeping operation, the Council of course should remain well informed of progress in achieving its established goals. In managing a peacekeeping operation, the Secretary-General must also be the lead Manager. United Nations' missions are by their nature multinational; diverse cultures and approaches to conflict are found in the military chain of command. The Agreements set a clear objective for the peacekeeping operation, democratic elections, and described a strategy that would achieve the objective.
